Quincy: Crossing Arrows.




It is unknown when exactly Crossing Arrows was created,only that it has been around for as long as the Quincies themselves.Once,the organization was vast and powerful, with bases in all major capitals of the world and main HQ,called True Arrow,stationed on a private island.It was Quincies that protect human population as best as they could during Scarlet Crusade,war between Arrancar led by traitor Yuzuki and Seireitei.Staying in the shadows they prospered and grew in both power and numbers.During the Never War,which largely passed the human world by,organization suffered a great loss when main HQ positioned on their private island was sunk during earthquakes that wracked the globe,with great many Quincy artifacts now lost,and deaths numbering in hundreds.New HQ was built in mountainous region,safe on firm ground,named Iron Cross.Centuries later,tragedy befall organization.Shinigami,alarmed with growing imbalance of coming in and going out souls,demanded Quincies stopped hunting Hollows,as their arrows utterly destroy them instead of purifying.Bitter talks and arguments followed,proud Quincy set in their way,determined beasts such as Hollows did not deserve redemption.Frustration and tension high on both sides,war was bound to break. And a bloody war it was,to be later called Bloody Crusade.Crossing Arrows were the ones leading Quincies,with freelancers joining in. However, outnumbered and outgunned,they were utterly defeated.Crossing Arrows suffered horrible blows.Main HQ was once again destroyed during attack,with many bases fallen.Most of Quincy population was wiped out,with less then ten percent surviving.It seemed sun was setting both for organization and race.
Fifty years after the massacre,survivors and new blood gathered together once more,reforming organization,rebuilding Crossing Arrows anew.It would take centuries for it to be what it once was and perhaps it never could be as before again,however new members poured in,HQ base was build and organization's structure set in place. Sections were created,dealing in their areas of expertise,with Chief of each section heaving seat on the ruling council.Made up of Chief of each section along with three elders that presided over them,Council of Twelve rules organization,passing orders and approving missions,with all decisions made by them.
~Location~
Crossing Arrows new HQ has been set up inside warehouse district in Karakura.Consisting of ten warehouses that have been made into one and fully remodeled into living space.Protective barrier surrounds the whole place,alerting to intruders and making entry for anything with Hollow energy a very painful and mostly impossible action. To keep hidden,on the outside,warehouses look like ordinary warehouses,specifically camouflaged in such way,with small added help of illusion fields.However,on the inside,it's a sprawling mansion.Lavishly furnished and tastefully decorated,ideal living space.Sun panels in the high ceiling let in sunlight during the day,with solar panels collecting energy from it that is then transferred and used to power the whole place.White and blue colors dominate,with cross motifs.The whole HQ is broken into first and second floor, West and East wings,with West containing sections and things work related, with East having living quarters and pastime related rooms. There are gaming, weapons,meeting, computer, training,science, recreation, entertainment,conference and office rooms,along with labs,living rooms,library,kitchen,cafeteria,dining room and much more.There's also a garage,housing vehicles for quick transportation.A large indoor pool and jacuzzi are on first floor,east wing.Each of the sections have their own sector in West wing,for meetings and other needs,individual per section.However,everyone has living quarters in the East wing,organized randomly and not by sections.There are several training rooms both outside and inside.Medical wing is run by medical section on first floor of West wing.Security system consists of cameras,patrols,traps and barrier around the whole place.Section 4,Black Ops,handles security,with two patrol teams.One steady,made of section's members,and second made of rotating members from other sections,with each member getting three day patrol duty upon their turn.Section 7 also helps with security,checking on the equipment regularly.All members of the organization are given identification cards,with organization's symbol on one side and members name,rank and ID number on another.

~Goals~
The organization's goal is same as its always been,to protect humans and souls,to do so by destroying Hollows.They are also trying to regain strength and scope organization used to have before the Bloody Crusade,and fully get back on their feet.There is a secret project in place in Section 7:Research and Development, on ways for Quincies to purify Hollow spirits instead of utterly destroying them.This would give Quincies full independence,making Shinigami much less needed,and allowing balance of souls to remain up-kept.There are rumors that few Quincies have already shown this ability in use.

~Alliances~
-With Gotei 13 watching them and in face of the massacre of years past,their relationship with Shinigami is tense and strained.They fight with and aid Shinigami but more to protect humans then of any desire to help them.Afraid of another massacre and being eliminated completely,they now often subdue Hollows,waiting for shinigami to finish job by purifying them if they know they're coming.However,that's more of a show to keep neutrality between two groups going.Memories of massacre are also not forgotten,ready to erupt into bloody frenzy at smallest provocation.
-Las Noches Espada are considers enemies,and so are Arcana and any other Hollows.
-SG they have little view on,for there's little information about that group.
-Crossing Arrows has built strong alliance with Super Human's organization,Xcution after they worked together seven years ago to repel Hollow invasion on Karakura town.With time it has only grown more strong,both groups working together to protect human population.A program is in place with groups patrolling city for Hollows consisting of Quincy and Super Human,or two and two of each,with them meeting up at appointed spot at time of patrol.A number of Quincies and Super Humans cycles between organizations in exchange program,staying at organization and learning from them,as well as imparting their own knowledge.There's now anywhere between ten to thirty Xcution members staying at Crossing Arrows main HQ at one time.

~Sections and Ranks~

-Three Elders:
Elder 1:Open.
Elder 2: Open.
Elder 3:Open.

The oldest and wisest,they provide knowledge and wisdom to the council.Whenever there's dispute between sections Chiefs,arguments over decisions to be made,the Elders settle things,provide breaking votes and preside over the Council.They may override decision of the sections Chiefs or call for a re-vote.

-Section 1:Combat Ops

Section one is the combat section,being main fighting force of the organization.It has the most members,with diverse skills.First to the fight and last to leave.Trained in optimizing their skills and abilities,how to fight on any terrain,tactics,and more.

-Section 2:Special Ops

Section two is often deployed together with Section one.Smaller in number it consists of grizzled veterans and elite soldiers,with much experience.They are trained in different fighting tactics besides usage of Quincy bows and abilities,including hand to hand combat and convert tactics,as well as ways to effectively withdraw from situations,how to provide basic first aid and more.When things go bad on the battlefield,they are sent in,drawing enemy attention to themselves to allow removal of wounded from the fight.For any tricky,impossible and suicidal missions they answer the call.Section two is considered elite and is highly respected for many members of it sacrifice themselves to save others.They are the shields,protecting other members.

-Section 3:Tactical Support

Section three acts as back up for Sections one and two,supporting them during fights.Its members are excellent tacticians and quick of foot,good with ginto and any of Section 7 creations,providing cover fire and support during battle.They are also trained in providing first aid,to hold out until medical section gets there.Sharp shooters,able to fight from extremely long range,firing of shots from cover and moving around before enemy can pinpoint their location.

-Section 4:Black Ops

Section 4 handles convert tactics.If Section 2 is the Shield,then Section 4 is the Shadow.They are called when discreet actions are needed,able to get rid of targets silently and with stealth,without drawing attention or to slip in and obtain needed item.Jail cells are located within Section 4,and they handle prisoners,whether captured enemies or traitorous Quincies.Members of this section have nerves of steel,feeling equally at home in posh environment and amid blood and guts.Infiltration and gathering of information are handled by them,as well as obtainment of Intel from captured enemies,via any means necessary.Members are well versed in silent movement,breaking and entering without leaving a trace,escaping any situations,reading body and facial language,creating absolutely believable lies and delivering them,lock-picking,locating and disabling traps,reading spiritual signatures,reading lips,tracking,changing appearance and camouflaging on the fly and more. They are trained in use of daggers and other small weapons that can be easily concealed,as well as hand to hand fighting,for sometimes calling their bow is impended by circumstances and would draw unwanted attention.Section 4 also handles security of the HQ,a team broken into pairs of two's patrolling the premises,with second team made of rotating members from other sections helps with additional man power. Unlike other sections,members of Section 4 wear black in order to remain unseen,however it is also decorated with cross symbols.

-Section 5: Medical

Section 5 are the doctors and healers of Crossing Arrows,in charge of members health and well being.Within the medical wing they treat wounded and injured,perform regular medical exams and work on inventing better medicine's and cures.They keep files on all members and perform health check ups twice a year.Cafeteria menu must also be first approved by Chief or Vice-Chief,to make sure there's enough healthy food and nothing too harmful.Section 5 members rarely appear on battlefield,usually showing after the fight is over to treat the wounded.They are trained in ways to get out of dire situation and are able fighters if forced to engage.Members of this section must have at least some medical and scientific background,and are trained in using absorbed and their own spiritual energy for healing.

-Section 6: External Affairs

Section 6 are the diplomats and the public face of Crossing Arrows.They upkeep alliance with Xcution and neutral peace with Shinigami of Gotei 13.Clean up after missions falls to them,with creation of cover stories.To be able to cover existence of supernatural from ordinary civilians members of Section 6 train in hypnosis and suggestion arts, able to hypnotize civilians and make them believe nothing out of ordinary happened,providing logical explanations for things.Besides hypnotism and suggestion placing members of this section are well versed diplomats,able to read body and facial language to tell how their target is feeling and whether they are lying.Section 6 is in charge of exchanging information with allies,bringing information gained to the Council.They also handle exchange program with Xcution, meeting together to decide schedules and pairings of Quincy and Humans for the patrols and the flow of exchanged members between the organizations.All accommodations for Xcution members staying within Crossing Arrows is handled by them as well as any complaints.They also set up meetings between leaders of Xcution and Council,and any meeting with Shinigami.Another important job of Section 6 is overseeing gathering of funds from outside sources,such as donations,to help keep organization running.

-Section 7:Research and Development

Section 7 is that of inventors and scientists.They work on creating new gadgets and tools that allow Quincies to be more efficient in battle.Ginto tubes are created here,with new one's being developed.Seele Schneider,Sanrei Glove,Quincy Bangle and Hollow bait are also all developed and created here.A sector of Section 7,called Monitoring Sector, is dedicated to monitoring human world for anomalies,Hollow invasions and presences of other spiritual entities.When they venture to the field it is after the battle is finished,to collect information.Members of this section are able fighters,utilizing their inventions and gadgets when needed.Another sector of Section 7,called Communications Sector, is dedicated to communications between HQ and Quincies out on missions and in the field,monitoring their situations and relaying orders.As they were the inventors of converter enabling Quincies to travel into Hueco Mundo and Soul Society,Section 7 also handles any travel to these places.Once a month they run inspection of all the computers and equipment used in HQ,along with surveillance and security equipment of Section 4 and generators keeping barrier over the HQ running. Under secret orders from the Council they have also been working on ways to allow Quincies to purify Hollows and not just slaughter them.However,only Adepts and above know of this project.Many members often have their own sectors of the labs where they work on assigned and hobby projects.

-Section 8:Internal Affairs

Section 8 handles all the goings on inside the Crossing Arrows and reports to the Council itself.They are in charge of sorting all the new recruits,training them and looking through applications before they are sent to the divisions Chiefs.Any internal disagreements between sections are handled by Internal Affairs.A large number of other duties rests on Section 8, including: resupplying,observing members to watch for spies and leaking of information,making sure everything functions properly,division of funds into each section's budgets,keeping main budget balanced and more.They help Section 4 with security of HQ by scheduling when each member is to do their three day patrol duty with second patrol team.They also run polls,getting opinion of all members,to improve HQ conditions,such as polls to decide cafeteria menu.A monthly magazine,called Monthly Arrow,is put out by them,detailing news and going ins of the month.Section 8 is also the one in charge of organizing celebrations for different holidays and holding events to keep up members spirit's,as well as making sure each member's birthday is remembered.In case of deaths,they are in charge of organizing funerals. Any clubs within the organization are under and answer to Section 8.Their other important job is gathering of funds and creation of budget for each quarter.

-Section 9: Intelligence and Lore

Section 9 handles gathering of information,sorting and distributing it to other sections.Their members are always out in the field,gathering intel on enemies,potential attacks,possible new members and anything of interest to the organization.They are also keepers of lore,preserving Quincy history and myths,as well as looking for and gathering Quincy relics of the past.A large archive and database of knowledge are located in Section 9,containing personnel files both old and new,records from both of old HQ's and large amounts of information on variety of subjects.They are also in charge of the library,maintaining it and obtaining new materials.They avidly watch and follow news,as Hollows attacks often make papers and evening news as 'gas pipes blowing up'.One of Sections 9 obsessions is finding three great Quincy relics lost when first HQ sunk into the ocean during an earthquake.

On ranks:
Chief:Is in charge of their section.All orders and missions come from the Chief and it's their job to be informed and keep in touch with Chiefs of other sections.Besides keeping affairs of the section in order,balancing budget and keeping members in check,it's also their duty to help members of section become stronger and better, doing exercises and trainings with whole section.Chief is the backbone of their section.If they aren't up to par,whole section suffers.Each of nine Chiefs has a seat on the Council.
Vice-Chief: Is the left hand of Chief and stand in when s/he isn't there.Part of paperwork goes on Vice,and they bring any missions to be approved to the Chief.Vice also has to keep open relations with members of the section,being there if they require assistance or help.
Adepts: Are members with experience,who have proven themselves and their capabilities.They get assigned tasks within the sections,that vary with each.It's also their job to share experience and train other members,as well as upkeep sections morale.
Apprentices: Are the most numerous and main force of any section.

~Uniforms,gadgets,rules,important NPC's and misc~
-There is no set dress code in organization,however Quincies usually wear white, form-fitting, high-collared tunics that bear some resemblance both to Mandarin Chinese dress and to cassocks of Catholic priests.
-All members are issued several items upon joining:an ID card stating their name,rank and ID number,used to get inside and for verification.A silver pin shaped like organization's symbol,that all members wear somewhere on their person.A special cellphone to keep connected with HQ and receive orders while in the field.It can store maps,scan for Hollows and connect to central computer mainframe at HQ.A small communicator one can wear in one's ear,to keep connected with HQ during battle,when hands must be free.
-Members of Medical Section 5 have special over the shoulder backpacks with medical supplies for when they are out in the field treating wounded.
-Fighting is not allowed within the HQ and is to be taken to training sections or outside.

~Things to know~
-When creating Quincy character,consider what their views of the Bloody Crusade are,and how they regard shinigami: enemies,friends,in the gray..Are they holding a grudge or want vengeance for injustice?An answer to this will decide how they behave towards enviably encountered shinigami.
-Consider how they learned about being a Quincy and who/how/where trained their powers.Things will be different for someone who had to train on their own through trial and error,someone who was trained by master expert and someone who is only getting training now,upon joining.
-Think about your characters view on Xcution.Are they glad of the alliance?Consider younger organization upstarts?Wish through joined forces make shinigami un-needed and force them out of human affairs?
-A Quincies weapon doesn't necessarily need be a bow.They are masters of ranged combat after all.It could be a crossbow..or take more unusual shape,like throwing daggers.
-Many Quincies within organization also retain jobs.
-There is a popular legend that the three great Quincy treasures where carried out of first HQ,True Arrow,before it sunk into the ocean.They were supposedly hidden away,scattered across the globe.The first treasure,called Right and Left hand of God,were a pair of gauntlets that allowed a Quincy to absorb large amounts of reiryoku,reiatsu and reishi from the surrounding at such quick rates it would quickly deconstruct spiritual objects.The energy would be stored within the gauntlets,allowing Quincy to form a bow and draw limitless arrows of amazing power,tinted with special abilities.With this artifact a Quincies power would skyrocket,much like when using Sanrei Glove,only thrice more.It would also last as long as one wore the gauntlets.Almost no information survived about the other two great treasures,except a faded picture showing angelic looking Quincy,with text naming him as one using second treasure and an obscure nonsense song about third treasure.
-With invention of converter by Section 7,Quincies can now travel to Hueco Mundo and Seireitei.
